Organizational and legal aspects of development of institute of village chiefs

The village chief is one of the oldest public institutions in Russia, which has for several centuries. During this period, the Institute of village chiefs has gone through many life cycles from inception to full decline. Currently, the Institute of village chiefs in Russia is reborn, in the regions there is a positive practice of the organization of the work of village headmen, but at the Federal level, legislatively the status of a village headman is not fixed. The importance of resolving the question of the legal status of the village elder is defined by its functions, it is primarily maintenance and development of infrastructure of villages, ensuring public safety and organization of work with the population in rural areas. Legislative regulation of the activities of village chiefs in Russia will allow to involve the public in the decision of questions of local value and increase the efficiency of activity of bodies of local self-government in rural areas. In December 2016 in Novosibirsk region adopted the Law “On the elders of rural settlements in the Novosibirsk region” from 28.12.2016, No. 132-OZ. This circumstance is only the first step on the path to full-fledged development of Institute of village chiefs. The next step should be the development and approval of regulations on the elders of rural settlements in the municipalities, as well as the regulations on the Board of elders. The adoption of the relevant Provisions in the municipalities will require the necessary changes in the Charters of municipal entities in terms of determining the feasibility of other forms of direct implementation of the population local self-government and participation in its implementation.
