The article reveals the or ganizational and legal basis for the performance of special tasks by military personnel of the NKVD troops of the USSR in the battle near Moscow. A detailed description of the battle near Moscow during the Great Patriotic War is given, the balance of forces and means before the start of the battle is revealed, and the results of Moscow defensive and offensive operations are given. The heroism and selflessness of the military personnel of the NKVD troops of the USSR in the performance of assigned tasks is shown. Particular attention is paid to the main forms of implementation of the powers of the troops of the NKVD of the USSR in defensive and offensive operations as part of the army in the field, in the course of the fight against the enemy behind enemy lines, while guarding the rear of the Red Army, in organizing and leading fighter battalions and the partisan movement. The article draws attention to the sequence of development of the legal status of the troops of the NKVD of the USSR during the Great Patriotic War, shows the imperfection of the categorical apparatus in the first war years, and also establishes a direct relationship between the effectiveness of the use of troops and the level of development of their legal status. Shortcomings in the organization of command and control of the troops of the NKVD of the USSR, including when interacting with other troops, are indicated, possible ways to eliminate these shortcomings are proposed.
