The article is concerned with efficient organizational schemes providing quality municipal management and improving territory competitiveness, application of which raises degree of consumers' satisfaction (population and business sector) with quality and accessibility of the municipal services by development of the social and institutional efficiency as a correspondence between objectives and norms and real needs of the local community.
