Tomsk municipal management authorities at the end of the XIXth - beginning of the XXth centuries (public structure, functions)

The Structure of the Tomsk Municipal Administrative Bodies (at the end of 19th century, - at the beginning of the 20th century), the Social status of the voters, town-councillors and the City governors (the City Golova) are considered in this article. The results of the Tomsk Duma and Tomsk Administrations (Uprava) within the period stated are analysed on the basis of the document data not yet involed in the scientific operations. The author emphasizes the City Administration interest in the primary solutions of some social problems. The conclusion on the role of the Municipal Administrative Body activity to develop the City accomplishments, Public Education and Health protection in Tomsk in the first decade of the 20th century was made.
