The article deals with the formation of the Soviet militia in Chechnya and Ingushetia in 1920-1925. The transformations that took place in all spheres of Soviet society contributed to the development of a new national consciousness, including the militia agencies of Chechnya and Ingushetia. The structure and the functions of militia were distinctly specified in the Regulation on the Workers and Peasants' militia. The establishment of the administrative department of the provincial and regional executive committees was an important stage of the militia apparatus improvement.
