The article examines that in the second half of the XIX century the territory of Central Asia, including Kyrgyzstan, was turned to Russia. As a result, there have been significant changes in the socio-political, socio-economic life of the local population. The article presents the history of the private management body of the Russian Empire, which carried out its activities in Kyrgyzstan from the middle of the XIX century to the beginning of the XX century.
