The article studies the cultural policy objectives of the Russian state throughout its history. These objectives include the formation of a cohesive national perspective among Russians, as well as preservation, transmission, and modernization to sustain its vitality. Since the 12th century, Russian social-political and philosophical thought has sought to understand Russia's distinct and independent path, which has often been in opposition to both the West and the East. Russian culture has evolved in conditions of isolation that were necessary to safeguard the national worldview amidst instability, upheaval, and foreign influences. During such periods, state management was required to preserve the national identity and culture of Russians. The current situation reflects the historical tendencies in Russian cultural development, highlighting the need for state intervention to safeguard the national identity and worldview of Russians.
