The main factors for increasing the efficiency of organizing the production of high-tech products in the region (using the example of the Ryazan region)

The article examines the main factors influencing the possibility of increasing the efficiency of organizing the development and production of electrical radio products at the production facilities of the Ryazan region in modern innovative and economic-political conditions. For this purpose, the authors conducted a comprehensive technical and economic analysis of the activities of high-tech enterprises (HTE) of the domestic radio-electronic complex (REC), the main problems of development of the REC of Russia, the strengths and weaknesses of the scientific and production potential of its parent HTE using SWOT analysis, as well as the main directions of the development strategy of the domestic REC, incl. taking into account the creation of innovative regional industrial clusters (IRIC). The creation of the IRPK in the Ryazan region, which is one of the leaders in the development of the REC in the Central Federal District of Russia, is considered in more detail. RECs in the Ryazan region today represent more than 50 enterprises of various organizational and legal forms and scales [10]. The structure of the radio-electronic industry of the Ryazan region contains both large enterprises and medium and small enterprises focused on the civilian sector. As a result of the analysis of the characteristics of the Ryazan region and the Strategy for the socio-economic development of the Ryazan region for the period until 2030, as well as the “Strategy for the development of the electronics industry of the Russian Federation for the period until 2030” and the Decree of the Government of the Russian Federation “On industrial clusters and specialized organizations”, the authors of the article formulated proposals for the development of this IRPK for the near future. The authors of the article also formulated proposals for the formation of a system of indicators for assessing the performance of IRPK enterprises in achieving strategic goals and implementing the regional program for modernizing the economic system using a system of balanced scores (Balanced Score Card - BSC). In addition, as one of the main factors for increasing the efficiency of organizing the development and production of electrical radio products at specialized production facilities in the Ryazan region, issues of digitalization and implementation of advanced information technologies and systems (ITIS) at the VTP REC were considered. For this purpose, using the example of one of the main VTP REC of the Ryazan region - Ryazan Radio Plant JSC, which is part of the Sozvezdie Concern JSC, which is part of the United Aircraft Instrument Corporation JSC as part of the Rostec State Corporation, and is one of the leaders industry for the production of radio communications for various purposes, the project of introducing an information subsystem for automated support of the operator of a complex technical device - “Smart Workplace” (WWM) and reengineering of related business processes is considered, and the main economic indicators of its effectiveness and benefits from implementation are given.
