Basic stages of police reorganization in the second half of the XIX - early XX centuries (case study of the Western Siberia)

The article studies the basic stages of police reorganization in the Western Siberia in the second half of the XIX - early XX centuries. The author considers the main milestones and the features of police development in pre-revolutionary period. The analysis of the police regulatory framework development in the post-reform period has shown that the legislator aimed to adjust the Western Siberia police to the new political and socioeconomic realities of the Russian state. These processes were reflected in the structure and functions of the police system, weakening it internally and making it a vulnerable link in the ensuring of law and order.
