Main directions of the modernization of the flax agroindustrial complex of Russia

The data on the state of flax production and its primary processing, which are the raw material base of the flax agroindustrial complex of Russia, are presented. The management efficiency of the agrarian part of this complex under the conditions of constant legislative and structural changes, the diversity of ownership forms of its constituent elements, contradictory decisions of economic entities involved in the flax production chains, requires optimization of approaches in the state support and development of innovation to improve the competitiveness of the industry at the global level. The implementation of the State Program for the Development of Agriculture for 2013-20 is under consideration in the field of flax-growing, where the significant subsidiary support is provided (from 10 thousand rubles / ha). There is a global trend towards an increase in per capita consumption of natural fibers (up to 5 kg / per capita) and an increase in the range of flax use in the production of composite materials. A comparative analysis of the level of intensification of Western European and domestic flax growing is presented. Deficit in specialized technical means for flax harvesting (40-80%), which is the main cause of low yields and quality of flax raw materials, are considered. The implementation of the varietal potential of modern varieties of flax in production is 20-25%, which is associated not only with violations of agricultural technology, but also with the use of poor-quality seed material. The use of domestic innovative developments in the field of technologies, machines and equipment and agrobiological means is limited by the economic possibilities of flax farms. To improve the efficiency of the industry, complex modernization is necessary, which involves solving organizational, agronomic, technological and engineering issues. The technical modernization of the industry, necessary to achieve short-term program plans, requires the immediate release of hundreds of specialized machines, technical means and equipment. Billions in investments are needed for the production and acquisition of innovative machines and equipment.
