Main directions of support of small and average business in the Omsk region

The sector of small and medium entrepreneurship now plays a crucial role in ensuring stability of economic development. The existence in the economy of a well-developed small business sector leads to the growth of employment, which is especially important in the conditions of restructuring of the economy and accompanying this process of rising unemployment. As a result of increasing entrepreneurial activity of the population formed a mass middle class of owners - the basis of stability in society. Small business is an important tool for the implementation of the policy of socio-economic reforms, solution of the complex political, economic and social problems, is acutely facing the state. However, the pace and directions of its development in modern conditions in many respects depend on that, how much actively the state, and especially regional, government supports small business. In this paper we investigated the issues of supporting small and medium enterprises in the Omsk region. The analysis of the development and implementation of measures of state support of entrepreneurship, as well as the characteristic all institutions support at the regional level, defines their role, activities and some results. The necessity of the state support, identified the priority industries of small and medium business. Further development of small business is possible only with the active assistance of local authorities. The increase in the sector of small and medium businesses is the strategic policy direction of the government of Omsk region, as it is the fastest growing sector of the economy, can in a short period of time to provide significant tax revenue, to create greater number of jobs and respond quickly to changes in economic conditions. In General, in the Omsk region established the basic prerequisites for quantitative and qualitative changes in the sphere of small business. In the work conclusions about the need to improve programmes of support for small and medium enterprises and identified problems associated with its development.
