The main directions of increasing the efficiency of financial security in the area of insurance against accidents and professional diseases

Insurance in Russia in modern conditions is developed on principles fundamentally different from those that existed during seventy years of the centralized command-administrative system. In the course of the transition to a market economy, 51 modernizations of the financial system, and, first of all, of its central unit - national finance happened. One after another, state extra-budgetary funds arose and marked out. The risk to lose health and earnings for a person under modern working conditions becomes an integral attribute of his life. In this connection, at present, the institute of compulsory social insurance against industrial accidents and occupational diseases is entrusted with the task of providing a full range of insurance services for injured workers. These services are diverse and include medical, professional, social rehabilitation for victims who were injured by these negative consequences of their professional activities. The new labor market system that is currently being formed in Russia requires fundamentally new approaches to vocational rehabilitation and restoration of the labor functions of these individuals, with the aim of ensuring a steady growth in the labor activity of the victims and their early return to proper work in modern Russia. And finally, one of the most important problems in this type of insurance is the rehabilitation of the injured. The quality of treatment remains fairly low and objectively formal, and the organization of insurance services is not sufficiently developed, and it is precisely the complex of these measures that underlies the speedy recovery and return to work of victims thereby reducing, in perspective, the number of cases of permanent disability. An entire system of providing insurance services to victims of industrial injuries or occupational diseases has not been established at the moment, some aspects of its functioning have been remaining without necessary attention and regulatory framework. All this predetermines the need to improve the financial security of insurance against accidents and occupational diseases.
