The theoretical and methodological aspects of studying the basic problems of ensuring the structural components of the unified system of the customs bodies of the Russian Federation with labor resources with the purpose of forming a qualitative personnel reserve are considered in the article. In the structure of state administration of foreign policy and foreign economic relations, it is also a priority. At the present stage of the development of society, it is important to improve the continuous, constantly renewed process to increase the effectiveness of work with personnel, since the full provision of human resources is a paramount task for each structural subdivision of the customs body, since it is the human resources (the human factor) that determine the directions of management activity and the prospects for its further development Development. One of the most important tasks requiring immediate resolution is the restructuring of customs bodies and the transformation of organizational, staff and organizational and structural policies. The structure of the management of the links of the unified system of the customs bodies of the Russian Federation is ramified and multidisciplinary and, therefore, difficult to manage.
