The key criminal economic policies towards real estate turnover

The study looks at the key criminal economic policies on real estate turnover, their development and objectives. The analysis of current legislation and relevant statistical data demonstrates that there is an ineffective anti-criminal mechanism in this field in Russia. The research examines the urgent issues related to economic security; the procedure of real estate turnover; the protection of property rights; the protection of the rights and freedoms of citizens, legal entities, and public authorities from illegal real estate turnover and crime that leads to such violations. The paper describes the strategic and tactical foundations of criminal economic policy as a tool to counter real estate crime. The terms ‘strategy’ and ‘tactics’ are defined as well. It is argued that interdepartmental communication should be established among state agencies responsible for real estate accounting and distribution by creating a single database. A ban on modifying data in state electronic systems by restricting access to them can be treated as a preventive measure in this regard. While developing the basic criminal economic policies, one should have expertise in real estate turnover and realize the nature of real estate, its regulatory mechanisms and functioning.
