Local self-government is one of the most important democratic institutions of the Russian statehood, which guarantees the exercise of the constitutional right of citizens to independently resolve issues of local significance, to own, use and dispose of municipal property. In the Federal Law of October 6, 2003 No. 131-FZ “On the General Principles of Organizing Local Self-Government in the Russian Federation” (Art. 1), local self-government is defined as one of the foundations of the constitutional system of the Russian Federation, a form of exercise of power by the people.
