Main conditions for capitalization of the human potential of modern Russian youth neither in employment nor education and training

The paper provides the author’s interpretation of the human potential of modern Russian youth who are neither in employment nor education and training (NEET). The author distinguishes three main components of such potential: desire of young people to carry out socially necessary activities (primarily educational and labor activities), ability to сonduct such activities, and the willingness to start their implementation immediately if necessary. The study considers basic conditions for capitalization of the human potential of modern Russian NEET youth. These conditions include the following: proper interpretation of the human potential of young people; potential’s sufficient development; increase of "investments" into such a potential, as well as their rational distribution and use; ensuring that basic social institutions are responsive to valid demands of young people; the responsibility of different officials to develop systems of needs, abilities and willingness of the young generation to carry out socially necessary activities and to create a favourable institutional environment for realization of the developed human potential of the young.
