Principles of personnel reserve formation in municipal services: political and legal aspects

The organization of development of a personnel reserve of the municipal service is still an acute problem for modern Russia, because its presence and qualitative composition can provide continuity and efficiency of local government, and, accordingly, quality of local authorities. It's not fortuitously that Russian researchers are exploring these issues, projecting them both at the federal, regional and local levels. Often a person in charge is faced with staff shortages. This problem is particularly acute in rural areas. In this article, the authors attempt to analyze legal regulation of formation of a personnel reserve of municipal services on the basis of legal acts of municipal entities of the Russian Federation.
