Basis of methods and modern problems of soil fertility evaluation for cadastral valuation of agricultural lands

The basis of modern Russian methods of soil assessment, its advantages and disadvantages are considered in this article. Four stages of soil assessment according to the main, stable soil properties, correlating, with crop yielding power of humus horizon, cm; humus content, %; granularmetric composition on clay content, %; hydrolytic acidity, % and others are carried out in Russia every 5 years. Soil assessment is carried out according to the assessment scales in soil-climatic zones. Evaluation of soil fertility is one of the most important component of methods and the first stage of state cadastral valuation of agricultural lands carried out from 2000. Great attention is paid to “The methodic instructions on state cadastral valuation of agricultural lands” accepted in 2010. Methodic instructions are established without their production approvement, not coordinated with Russian Ministry of Agriculture, contradict federal standard of valuation (FSV № 4) “Definition of cadastral value of real estate objects”. Nonprofessional methodic instructions result in chaotic system of soil fertility evaluation and practically are not realized. The authors of this article consider that it is necessary to return to the system of soil evaluation in two stages: assessment of comparative natural soil fertility and soil fertility evaluation according to the crop yielding. It will raise the guality and impartial of state cadastral valuation of agricultural lands.
