Peculiarities of administrative responsibility of citizens with a special right to motor drive vehicles

Introduction. The article examines the features of administrative liability for citizens with a special right to drive vehicles, and identifies a number of problems in its application at the current stage of development of the state and social develoment. A number of measures are proposed to reduce the number and severity of offenses that threaten traffic safety and the operation of vehicles, as well as duties and restrictions that should be imposed on citizens driving vehicles who commit gross or systematic violations of traffic rules and the operation of vehicles. Materials and Мethods. The research materials were scientific articles of scientists, norms of Russian and foreign legislation, statistical data and court decisions. In the course of the research, general and specific scientific methods of cognition of objective reality were applied, which include analysis, synthesis, comparative legal, formal legal approach. The Results of the Study confirm that the current system of administrative liability requires modernization. The implementation of the measures proposed by the author (penalty points, violator registry, tightening requirements for persons who have received the right to drive a vehicle for the first time) will allow: to reduce the number of violations; to increase the efficiency of punishment enforcement through automated control; to improve the legal culture of persons driving vehicles through prevention and educational programs. It is advisable to direct further research to the analysis of the impact of autonomous vehicles on law enforcement practice and the development of liability mechanisms for violations with the participation of generative neural networks. Findings and Conclusions. Administrative liability of citizens driving vehicles is characterized by significant features determined by the specifics of administrative offenses in the sphere of BDIETS, as well as a special procedure for their qualification. In order to minimize the negative consequences caused by the commission of administrative offenses, public authorities should focus on improving such measures of administrative coercion as: administrative fine, deprivation of a special right in the form of driving vehicles, administrative arrest.
