Features of administrative-jurisdictional activity of employees of police in ensuring public safety on water transport

The article attempts to reveal the concept of administrative and jurisdictional activity of the police to ensure public safety on water transport, the features of the stages of proceedings on administrative offenses. Under the administrative process is commonly understood outside the law enforcement activities of the executive authorities, local government agencies and other entities authorized by the state to resolve the limits of their competence in specific legal cases arising on the basis of substantive various branches of law, carried out in the procedural rules of law of non-judicial forms. Suffice firmly established unified view of the administrative procedure as part of the administrative process, and the process as a collection of different industries, but the “process” category, “production” are inte r-preted ambiguously. Certain scholars’ administrative proceeding is regarded as part of the administrative process, a special type of administrative activities to resolve cases of a certain category on the basis of general and special procedural rules. For others, it is an element of the legal process that is systematic education, a set of interrelated and interdependent proceedings. Under the administrative and jurisdictional activity of the police to ensure public safety on water transport should be understood a complex proceedings of relevant stakeholders, aimed at establishing the circumstances of the administrative offense, their fixation and qualifications, administrative punishment. The study of administrative and jurisdictional activity consists of the following stages: initiation of an administrative case, the actions of the subject of administrative jurisdiction in the case; the enforcement of administrative punishment.
