When carrying out environmental assessment experts are guided by an obligatory package of standard and legal documents provided on their consideration. In the Omsk region environmental assessment is carried out at the ministry of natural resources and ecology of the Omsk region. Today ecological examination in Russia is one of the most effective administrative levers of rational use of natural resources and protection of environment. There are some successes and deficiencies, problems and difficulties in the development of this institute. One of the main “internal” complexities in the realization of expert estimations is their somewhat subjective nature and difficulty with the quantitative interpretation of the evaluated ecological parameters OS. The very bottleneck for ecological expert activity remains “internal” estimation problem of qualitative environmental parameters, not only real, but, the main thing, forecast.
