Features of Additional Educational Programs for Personnel Training in Emergency Situations

In modern conditions of increasing natural and man-made threats, the issue of quality training of personnel of state and municipal organizations to act in emergency situations is of particular relevance. The article considers the urgent problem of training the personnel of state and municipal organizations to act in emergency situations. The necessity of improvement of existing approaches to training of employees taking into account modern challenges and threats to security is substantiated. On the basis of the analysis of theoretical concepts and methodological approaches to the organization of personnel training the complex model of formation of employees' readiness to act in extreme conditions is developed. The methodological basis of the study was the system and process approaches, which allowed us to consider personnel training as an integral system of interrelated elements. The paper analyzes the existing regulatory and legal requirements to the organization of personnel training, identifies key problems and contradictions in the current system of personnel training of state and municipal organizations. As a result of the research the improved model of personnel training is proposed, including theoretical and practical components, psychological training, working out of decision-making skills in conditions of uncertainty and limited time. Methodological recommendations for the implementation of the proposed model in the practice of state and municipal organizations, taking into account their specifics and available resource constraints, have been developed. The necessity of regular updating of personnel training programs in accordance with the changing conditions of the external environment and the emergence of new types of threats has been substantiated. The criteria for assessing the effectiveness of staff training are defined and the tools for monitoring the level of their readiness to act in emergency situations are proposed. The results of the study can be used in improving the system of personnel training of state and municipal organizations of various profiles.
