Peculiarities of human capital formation in the Murmansk region as part of the spatial development of the Russian Arctic

Certain aspects of studies of the cyclicality of economic processes and their regional limitations are relevant today in the formation of state policy in the national economy. Identification of stable, recurring links in socio-economic phenomena and processes, as well as the analysis of interaction of productive forces and methods of economic management are the main tasks of such research. The aim of the study is to analyze the processes of human capital formation in the Murmansk region as part of the spatial development of the Russian Arctic. Socio-economic phenomena and processes affecting the risks of formation and prospects for the use of human capital of the Murmansk region became the objects of the study. It is substantiated that in the course of the development of the Murmansk region, the stages of formation of the territorial structure and the corresponding human capital are determined by the tasks of integrated development of territories, the creation of a transport infrastructure, as well as the military-strategic goals of the state in the region. The scientific novelty of the study consists in a comprehensive assessment of the processes of human capital formation in the Murmansk region as part of the spatial development of the Russian Arctic. The practical significance and prospects of further research are related to the development of scientific and practical recommendations for human capital management in the Northern macro-region.
