Specific character of the formation and use of human resources

The article considers the impact of the territorial distribution of human resources on the national economy. The author analyses the correlation between the human resources supply in separate Russian regions and the regional input to the national GDP. He elicits the factors exerting positive and negative impact on the possibility to strengthen the role of human resources in development of the Russian economy.
