The relevance of the study is determined by the need to introduce a systematic methodological approach to the development of a program for increasing energy efficiency of oil and gas production enterprises characterized by the most energy-intensive production processes in the fuel and energy industry. Currently, the economic evaluation of energy efficiency is based on an assessment of energy-saving measures and does not contain methodological tools for ranking them according to their impact on the complex effect of energy resource use. The research is aimed at developing an algorithm for working out an energy efficiency program for oil and gas production enterprises, including methodological tools that will provide a systematic approach to analyzing the use of energy resources and determining the priority of implementing measures to save energy and increase the energy efficiency of production at oil and gas enterprises. In order to establish cause-and-effect relationships and rank energy consumption factors, we have built an Ishikawa diagram and priority matrices using the hierarchy analysis method. It is proposed to use an integral indicator for assessing potential losses in the case of refusal of measuring organizational, economic, technological, constructive, and other risk factors. The article presents a fragment of the energy efficiency program for oil and gas production enterprises.
