Peculiarities of the executive administration main body functioning in the Russian Federation and the Republic of Korea in the circumstances of modern transformational processes

Considering that historically the main place in transformational system of Russia and South Korea occupies the state, the author analyzes mechanism of its institutionalization and process of its functions formation, which, as practice of the recent years proves, are depending on traditions and customs of the Russian and South Korean statehood development, general and state culture, shaped stereotypes of public administration, relations between government and society, objective problems and contradictions arising in transitional period both in the Russian Federation and in the Republic of Korea.
