Features of the state regulation of the hospitality industry in the Russian Federation at the present stage

The tourism and hospitality industry is a special area of economic activity that makes a significant contribution to GDP and employment, but requires specific regulation. The article describes the current system of state regulation of hotel industry in Russia and the main innovations that have been introduced into it over the past year. At the legislative level, both the conceptual framework, in particular, the concept of accommodation facilities and their types, as well as approaches to regulating the industry and monitoring its activities were clarified. It is shown that the most significant reforms have taken place in terms of changing the classification of accommodation facilities in order to create equal conditions for all market participants, increase the effectiveness of government regulation and control over the activities of hotels. The authors concluded that the creation of a unified register of classified collective placement funds, a new procedure for public communications, and the introduction of a “self-assessment” procedure form a request for further digitalization of the industry. The level of digital literacy required by the new rules for hotel staff is described. The most common difficulties faced by representatives of the hotel business during the first month of work in the subsystem “Hospitality” in the federal state information system in the field of accreditation, as well as factors contributing to the lack of digital competencies of hotel staff, have been identified. The adaptation of the hotel community to the new classification procedure requires special attention from Rosaccreditation [Russian Accreditation] and is accompanied by the refinement of key characteristics of innovations: the software component, protocol regulations, technical support tools, and information support channels. It is obvious that for subjects in the digital field, adaptation to the new rules will be successful.
