Features and terms of considering applications for administrative offenses committed by unidentified persons

The article examines the problems associated with the production of Administrative Offences in cases where a person who has committed them are not identified. On the basis of existing legislation the terms for considering applications, reports on such facts the order of their establishment, as well as the time for initiation of an administrative case are defined. Suggestions for improving the administrative legislation and recommendations for dealing with these reports are made.
