Public-law entities are equal partners of civil law relations and engage itself pari passu with other subjects of civil law. They have special distinctions of their standing, which show itself in property's responsibility of breach of obligations and caused harm. An article is dedicated to analysis theoretic aspects, which are basic in this sphere and to analysis existing tendencies in legislative control.
