This article substantiates the exceptional importance of rational HR-policy in companies engaged in the development of software products for which human re-sources are the main resource of production. The key aspects of such a policy that require special attention were identified. The features and problems of the practical implementation of an objective assessment of the performance of IT specialists were investigated, the causes of these problems were identified. Variants of criteria for the performance of software developers, proposed by the practice of IT companies, were considered.
