The article investigates the different ways to provide the government agencies with qualified officials in the late XIX - early XX centuries. The low prestige and low pay at public institutions led to the fact that the most educated part of the population found other ways of self-realization, and government agencies were faced with a shortage of personnel. The government started to attract other segments of the population for the public service.
