Peculiarities of culture of the Republic of Dagestan on the modern stage

The article discusses the current state of culture of the Republic of Dagestan - the unique multiethnic region of Russia. It is noted that the urgent task today is the formation of subject-oriented cultural policies, taking into account the peculiarities of regions that are optimal in their particular circumstances. Analyzes the functioning of the system of state cultural institutions of the Republic. It is noted that the attention to national traditional culture, heritage of each of the Dagestani peoples, varied folklore and decorative and applied art has always been and remains an important direction of the state policy, they retain their identity and self-worth, despite the impact ofglobalization and social stratification of society. Decentralization of administrative regulation, empowerment immediate supervisors in the field of use of budgetary funds, in the absence of sufficient tax base, considerably complicated the position of the institutions of culture. Features of state regulation of here complicated division of powers of the municipal area and rural settlements. The full transfer of powers to the settlement level, with liberal use by local authorities of subventions, as well as their claims to prioritize meaningful activity of cultural institutions, in many cases, have a negative impact on the state of cultural institutions. It is obvious, that the institutions of secular culture, not provided by the state in the required extent and unable to pursue their activities in accordance with the demands of time, replaced by more active forms of mass or religious culture. In the Republic of influence of the clergy quite illustrative example of the 1990, when a ban on cultural activities, visiting performances, clubs, closure of establishments of culture with transfer of their buildings under the mosques were a reality. When specific population, the presence of Islamic religious traditions and different poles ofcultural demands, and the state is the guarantor offunctioning institutions and major customer on the creative product of high social value. In case of weakening the influence of the state in the sphere of culture of the real loss is achieved in the previous historical period of achievements and degradation of the cultural environment. Today's cultural potential of Dagestan developed during the last years of experience in the organization of international cultural events, a sign of the increased opportunities of the Republic in the field of cultural cooperation. However, the problems in the social sphere indicates the necessity of purposeful state support of culture as an effective lever of strengthening interethnic peace and accord, versatile development of interethnic relations at the regional and national levels, the formation of civilian identity, strengthening the positive image of the Republic of Dagestan, contributing to its further incorporation into all-Russian and international information and cultural space.
