Features of motivation and stimulation of labor of state and municipal employees

This article is devoted to identifying the features of motivation and stimulation of labor of state and municipal employees. The article gives a definition of labor motivation as an indicator of the effectiveness of management of an organization, a distinction is made between the concepts of "motivation" and "incentive". The analysis of various methods of building a system of incentives for personnel in the organization was carried out, with the help of which it was determined that the system of incentives for personnel should be built according to a personalized methodology developed at a particular enterprise, taking into account the strengths and weaknesses of this methodology. The main problems in motivating the professional activity of civil servants are revealed. The analysis of the system of motivation and stimulation of labor of state and municipal employees was carried out on the example of the Ministry of Construction and Modernization of the Housing and Communal Complex of the Republic of Belarus. The hypothesis was put forward and proved that wages are not the determining motivating factor of the civil service, meaning the ability to compensate for the low level of wages with any other benefits or intangible incentives.
