Features of ammonium nitrate turnover in Russia: public safety issues

The article examines the issues of legal regulation for the turnover of ammonium nitrate in the Russian market as a potentially dangerous substance requiring special state control. Examples of negative consequences caused by the lack of proper measures on the part of controlling entities and ineffective state regulation in this area are given. The author concludes that there is a significant difference in the mechanisms of state control in relation to the same object of civil relations - ammonium nitrate, depending on its properties used. Based on the identified problems, taking into account foreign experience, a number of measures are proposed aimed at strengthening control over the turnover of ammonium nitrate.
