Particular features of universal telecommunication services

The article explores the legal nature of the universal telecommunication services, their scope, guarantees for rendering them, and the procedure for determining a universal telecommunications operator. The allocation of funds from the Universal Service Fund is discussed. The author defines the main tendencies of legal regulation of the telecommunications services rendering. Particular attention is paid to the current judicial practice concerning the issue under consideration, including the legal opinion of the Constitutional Court of the Russian Federation.
