Features of powers of local governments in the field of urban planning

The UDC, in securing the fundamental principles of legislation on urban development the participation of citizens and their associations in its implementation, freedom of participation, responsibility of local governments and public authorities for providing favorable conditions of human life, the implementation of urban development in compliance with the requirements of environmental protection and ecological safety (article 2), defines several legal forms taking into account the interests of the local population at acceptance of town-planning decisions, which include informing the public, making proposals interested persons, public hearings, and so forth (articles 24, 28, 31, 33 and others).
