Features of entrepreneurial activity in the Tobolsk North in the first years of Soviet government

The events of the first half of the 20th century posed a number of problems to the Russian society: the problems of entrepreneurship development are of particular interest. After the February and October revolutions, the attitude of the state authorities to entrepreneurial activity changes dramatically: since 1918, entrepreneurship has been banned under penalty of death, in a short time the layer of entrepreneurs was eliminated. Entrepreneurship was considered as a criminal assault. During the New economic policy period (NEP) from 1921 to 1928 there was a revival of business activity and the development of small businesses with direct state support and control. However, there were administrative and command methods of management: from above the planned tasks for production descended and goods were distributed. The events mentioned abovea have left a significant imprint on the nature of business activity in the region and caused a number of negative trends. The degree of scientific development of the main problems is marked by a significant number of scientific papers on this topic. Regional studies are presented by such authors as: A.A. Abramov, A.A. Dunina-Gorkavich, H.M. Loparev, K.M. Golodnikov, S.V. Bakhrushin, I.G. Mosina, L.M. Goryushkin, N.A. Minenko, M.M. Gromyko, V.A. Lamin, D.Y. Rezun, V.P. Zinoviev, A.G. Kiselev, J.M. Goncharov, O.A. Zadorozhniaya, E.A. Zueva, V.K. Beloborodov, T.V. Purtova, V.V. Glazyrina, N.S. Kharina etc. These issues are still relevant from the scientific and practical points of view. In the framework of this study, an attempt is made to trace the features of the development of entrepreneurial activity in the Tobolsk North in the Soviet period.
