Application of penalty discount in the administrative punishment for violation of traffic rules: first results (case study of the Republic of Mordovia)

The article analyses the practice of application of the discount penalty for offences in the field of road safety by case study of the Republic of Mordovia. On the basis of the statistical data of the Federal Bailiff Service and the State Road Traffic Safety Inspectorate of the Republic of Mordovia, the authors make conclusions about the effectiveness of this mechanism, provide examples of the positive dynamics of fines payment regulation. The paper discusses the problems of the Administrative Offenses Code of the Russian Federation in its present form and suggests the ways of improvement of legislation on this issue.
