The presented research is devoted to the creation of a prototype of an agent-based model of the Vologda Region regional healthcare system. The aim of our study is to integrate the spatial and geographical parameters of the healthcare infrastructure and the behavioral characteristics of the region's population. The developed model includes functional modules of primary and specialized medical care, emergency care and specialized centers, which allows for a detailed study of the processes of interaction between patients and the healthcare system. The methodological basis of the research is the concept of simulation modeling, widely used for the analysis of complex socio-economic systems. The simulated scenarios allow for conducting virtual experiments, assessing the impact of management decisions, and offering recommendations for improving the quality of medical services provided. The practical application of the model provides for determining the optimal resource allocation strategy and organizing an effective network of medical institutions. The simulation results help to identify problem areas, assess the availability of medical care, and propose measures to improve the quality of public services. Thus, the presented work is aimed at improving the efficiency of the regional health system and the formation of a set of measures focused on specific regional needs and characteristics of the population. This contributes to the adoption of scientifically sound management decisions aimed at achieving the goals of sustainable development of the region in the field of public health.
