This paper examines the current state of the development of small and mediumsized businesses (SMEs) in certain regions of the Arctic zone of the Russian Federation. It emphasizes the importance of participation for small and medium-sized entrepreneurship in the implementation of Arctic development programs considering the direction of modern trends in the formation of Arctic entrepreneurship (features of the development of small oil and gas fields, the relevance of the implementation of environmental projects, as well as the creation of new jobs, etc.). The paper highlights general issues and shows development trends of both small and medium-sized businesses and the system of its state support in certain regions of the Arctic zone. The basis for the Arctic development should be intellectual investment in the information projects implementation. It analyzes a set of federal and regional measures designed to alleviate the economic losses of entrepreneurs most affected by the COVID-19 pandemic.
