The issues of the education quality and universal accessibility, possible directions of its development arouse more disputes and contradictions in the Russian society, than support. There is no doubt that education should be a priority in Russia, for it is an important element in changing the course of economic development – from the resources-based to innovation economy. It is evident that the change in the course of the country economic development cannot be ensured only by theoretical propositions for modernization, construction of science cities, etc. It is necessary to modernize the whole system of training specialists at all levels. Certain steps in this direction have already been made by the state, such as: implementation of the National project Education, elaboration of the Federal targeted programme for development of education, introduction of the Bologna system, transition to the unified state examinations at schools (not only by leaving school but also at different stages of studying), etc. The present work examined perception of the modern education system by three target groups: teachers, students and employers. In the view of the authors, these groups are most of all interested in modernization of the education so that it would answer the modern requirements, become more qualitative and effective.
