The paper examines the concept of the social welfare state, its origins, formation and development in European countries. The welfare state is a complex phenomenon that is based on the desire to reduce the riskogenics of social space, both for the individual and for society as a whole. The development of society and the increasing complexity of social interactions resulting from the emergence of industrialised society have led to the need to mitigate individual and collective risks. The modern state of the social welfare state, risks and prospects for its development are investigated. The problem of the emergence of new types of social inequality, including digital inequality, is raised. In this context, it is predicted that new types of public goods are needed that can reduce the social riskogenics of the neo-information society. The conclusion is drawn that future welfare states will be concerned not only with social welfare benefits but also with the increase and development of human capital, without which a post-industrial economy cannot improve.
