Specific features of the development of managerial tools at local level within Russian historical and cultural space (on materials of the Saratov region)

The article which is submitted for discussion by the authors, concerns the problem of understanding and development of promising methods in organizing administrative units at the local level in Russia. The whole course of Russian history demonstrates the ambiguity and multiplicity of scientific and theoretical approaches to the analysis of the Russian self-governance peculiarities, and requires consideration of historical and cultural conditions. Conceptual contradictions in the scientific and political community arose when in perception of traditional forms of domestic experience of vital activity of organization, historically determined ideological contradictions which split the social consciousness in the «Westerners» and «nativists» were laid. The discussion is relevant to this day and has a direct impact on the selection of scientific instruments in the socio-economic and political issues of our time.
