In 1912, the Russian Empire adopted a whole block of the most important laws on insurance of workers, and above all against accidents and illnesses, which began to apply to private enterprises. The features of the implementation of these acts are shown. The World War and the revolutions of 1917 did not allow the state to realize the potential of insurance laws.
