The features of the regional policy in Russia in the XVIII - early XX centuries (case study of Siberia)

The article analyses the peculiarities of public administration in the Siberian regions. Using particular examples, the author discusses the problems of communication between higher authorities and local officials. It is concluded that despite the shortcomings, this experience can be used in the regional development of the modern Russia.
