The article is devoted to the regulation of relations in the economic and social system of the city. Considered in detail the system controls the city's sustainable development. It emphasizes the importance of regulation of land relations. Particular attention is paid to the contractual relationship as a system of interaction and emerging on the subject of mutual legal liability.
