Features of the Russian labor market: analysis, problems and solutions

The study was conducted taking into account the current federal project "Employment Promotion" of the national project "Demography", which is designed to improve the knowledge, skills and abilities of the unemployed, as well as within the framework of understanding the functioning of various employment services, which confirms the fact of the formed personnel policy system. The article presents an analysis of the performance indicators of public employment services, with a shortage of personnel in the Russian Federation using a systematic approach. The study of statistical information, regulations and scientific literature makes it possible to understand that the main requirement of the employer to the employee is the compliance of his qualifications with the requirements for a vacant position. The results of a survey conducted among the able-bodied population show that the majority of the population not only does not work by profession, but also does not use the services of public employment services. The article presents the results of the experiment, in which certain problems associated with the employment of the population were identified, for the elimination of which the authors developed and proposed practical recommendations. The recommendations are aimed at improving activities in the field of personnel policy, not only to prevent a shortage of personnel, but also to further prevent such economic problems and involve both work with specialists from public employment services and raising awareness and strengthening public confidence in the activities of public employment services.
