Interest in the social and domestic issues has long existed in the Russian historiography. Social and housing policies of the state, population and development issues of the welfare of citizens of the Soviet Union are reflected in the works of Soviet lawyers, economists, and historians. Unfortunately, this work can not be considered fundamental, because the problem of objective evaluation of the quality of life of the Soviet people in them specifically not intended. The authors, who worked in the 1950-1970''s, was another task - to show the advantages of the Soviet reality as compared with Western counterparts. The problems of social welfare of the urban population of the Kuzbass reflect the specificity of formation and development of cities in Western Siberia. The main disadvantage of the published studies to date is the lack of clear language of the problems faced in everyday life of the population of other regions of Kemerovo and Western Siberia, as well as the lack of analysis of the ways to overcome existing shortcomings. The study showed that the main problem of retaining employees in cities of the Kemerovo oblast there were problems of housing, medical and transportation needs of the citizens. The weakness of the budgetary and departmental fragmentation of the sphere of social welfare in the 1930-1950ies created obstacles for the development of the social infrastructure of cities. The value of the work lies in the fact that to date the archives of the Kemerovo region has not kept a large reservoir of information on the history of the tram and other modes of transport in Siberia, which complicates the work of researchers. The relevance of the work is confirmed by the lack of published comprehensive studies of the problem.
