The features of strategic approaches to the upgrading of stability of territorial production complexes

The territorial production complex (TPC) is a multi-subject system formed in the course of socio-economic development of a region under the influence of artificial and natural inter-regional and intra-regional division of labour, consolidated by stable economic ties and relations at the territorial level. Considering the limited cooperation between Russia and a number of foreign partners it seems essential to develop the TPC with industrial dominants, which will improve the stability of the economic territory. It is especially relevant to choose the strategic way of development of territorial production complexes with industrial dominants, such as: specialization, consolidation, diversification and clustering. To resolve this problem, the author proposes a decision tree method, the branching nodes of which are presented by indicators of socio-economic development of regional industries. Under this method, the choice should be made according to the quantitative criterion of maximum potential option for the TPC. Besides, the author emphasizes the importance of the economic diversification as a key method of improvement of the regional stability by development of different industries of the economic complex. At the present stage of the national economy development the conception of flexible production specialization is widespread. Its essence is the production of small batches of goods, different from the existing at the market and creating an own niche. Accordingly, such a product has a high value and is offered at a higher price. Companies which apply the described concept must have the following features: availability of multi-purpose equipment; continuous implementation of innovative activity; companies’ grouping by products and geographical location; functioning of the system of formal and informal relations between business structures for rapid exchange of information; formation of new knowledge within the company for distribution it to the outside world.
