Peculiarities of healthcare financing management in Novosibirsk region

The article examines the specific features of healthcare financing in the Novosibirsk Region. It is shown that only some of the activities are mandatory, while a number of other components are part of the regional component. The consistency of their financing and the stability of their composition are significantly lower. The distribution of financing in favor of "optional" components distracts it from other areas, which may be effective in the long term, but a situation arises when the actual amount of healthcare costs is reduced. An interrelated problem is the smaller, compared to the approved, volume of program expenditures.
